Mainland access

The Dubai Free Zone Mainland Operating Permit (Decision 11 of 2025).

Fee is AED 5,000 per six-month renewable permit, issued through Invest in Dubai for eligible Dubai Unified Licence holders on the DET-published list of non-regulated activities. Companies already operating informally on the mainland had until 3 March 2026 to regularise. Mainland-derived income is subject to 9% corporate tax and separate books.

There is no single best free zone. The best choice depends on activity, visas, office, banking, client market, import/export, regulation, cost and renewal.

Is UAE free-zone company formation cheaper than mainland?

It can be — especially for simple zero-visa or low-overhead service companies — but total cost changes when you add visas, office, banking, approvals, accounting and renewal.

Can a UAE free-zone company trade on the mainland?

It depends on emirate, free zone, activity and route. Dubai's 2025 Free Zone Mainland Operating Permit may help eligible Dubai companies, but eligibility must be checked.

Do free-zone companies pay corporate tax?

Free-zone companies must follow UAE corporate tax rules. Some qualifying free-zone persons may benefit from 0% on qualifying income, but only if conditions are met.

Can a free-zone company get residence visas?
