It depends on your activity, client market, visa needs, office needs, bank expectations and regulatory approvals. Mainland, free zone, offshore and permit routes solve different problems.
Mainland is usually better for direct local access, physical premises, government work or local service delivery. Free zone is often better for international, online, consulting, trade, holding and sector-specific businesses.
